About Marca España

Marca España is a long term State policy, aimed at strengthening our country’s image, both among Spanish citizens and beyond Spanish borders. A Royal Decree 998/2012, of 28 June, created the position of a High Commissioner of the government for Marca España. He is tasked with the planning, encouragement and coordinated management of activities carried out by all public and private agencies seeking to promote a stronger image of Spain.

We study and analyse the perceptions of Spain around the world and how they have evolved over the years.

Planning and coordination

We coordinate and guide the efforts of public and private agencies whose work is relevant to Spain’s image abroad.

Courses of action

We implement specific initiatives with other organisations to promote Spain’s image.

Communication and outreach

We promote Spain’s positive aspects with true and accurate information through both national and international channels.

The High Commissioner

Mr. Carlos Espinosa de los Monteros took office as High Commissioner for Marca España.
Mr. Carlos Espinosa de los Monteros took office as High Commissioner for Marca España.

Mr Carlos Espinosa de los Monteros holds a degree in Law and one in Business Administration. He is also a State economist and trade specialist. He has worked in both the private and public sector. In the early 80’s he served as Spanish Trade Councellor in Chicago, USA, and was Vice President of the National Industry Institute.

Mr Espinosa took office as High Commissioner for Marca España on 12 July 2012, a position with the status of a Secretary of State.

The Office of the High Commissioner (OACME) is under the Ministry of the Presidency and, for organizational purposes, attached to the Ministry of Foreign Affairs and Cooperation.

The Office plans, coordinates and promotes the activities of private and public agencies seeking to promote a stronger image of Spain.

The OACME does not run on its own budget. It relies instead on human and material resources from the Ministry of Foreign Affairs and Cooperation. It relies on public agencies and private organizations to fund project development and outreach activities.

In addition to working groups, OACME has several collaborators for promotion and outreach activities.

Director: Mr Rafael Conde de Saro

Holding a degree in Law and having a long career in the diplomatic service, Mr Conde de Saro has been ambassador to India, Maldives, Nepal, Bangladesh and Sri Lanka. From 1991 to 1996, he was Director-General for Fisheries at the Ministry of Agriculture, Fisheries and Food. Until 2008, he was Director-General for International Economic Relations at the Ministry of Foreign Affairs, and then he was Spanish Ambassador to Indonesia and East Timor.

On 6 June 2014, he was appointed as Head of the Office of the High Commissioner for Marca España (OACME).
