About Marca España

Marca España is a long term State policy, aimed at strengthening our country’s image, both among Spanish citizens and beyond Spanish borders. A Royal Decree 998/2012, of 28 June, created the position of a High Commissioner of the government for Marca España. His tasks are planning, encouraging, and coordinating all activities carried out by all public and private agencies seeking to promote a stronger image of Spain.

We coordinate and guide the efforts of public and private agencies whose work is relevant to Spain’s image abroad.

Courses of action

We implement specific initiatives with other organisations to promote Spain’s image.

Communication and outreach

We promote Spain’s positive aspects with true and accurate information through both national and international channels.

The High Commissioner

Mr. Espinosa de los Monteros took office as High Commissioner for Marca España.

Carlos Espinosa de los Monteros, graduated in Law and in Business Administration, is a State economist and trade specialist. During the course of his career he has worked both in the public and in the private sector. In the early 80’s he served as the Spanish Trade Counselor in Chicago, USA, and he was the Vice President of the National Industry Institute.

Mr Espinosa took office as High Commissioner for Marca España on 12 July 2012, a position with the status of a Deputy Minister.

The Office of the High Commissioner (OACME) is under the Ministry of the Presidency and, for organizational purposes, attached to the Ministry of Foreign Affairs and Cooperation.

The Office plans, coordinates and encourages the activities of private and public agencies seeking to promote a stronger image of Spain.

The OACME does not run on its own budget but it depends on human and material resources from the Ministry of Foreign Affairs and Cooperation. It relies on public agencies and private organizations to fund the development of its projects.

In addition to working groups, OACME has several collaborators for promotion and outreach activities.

Director: Mr Rafael Conde de Saro

Holding a degree in Law and having a long career in the diplomatic service, Mr Conde de Saro has been ambassador to India, Maldives, Nepal, Bangladesh and Sri Lanka. From 1991 to 1996, he was Director-General for Fisheries at the Ministry of Agriculture, Fisheries and Food. Until 2008, he was Director-General for International Economic Relations at the Ministry of Foreign Affairs, and then he was Spanish Ambassador to Indonesia and East Timor.

On 6 June 2014, he was appointed as Head of the Office of the High Commissioner for Marca España (OACME).
